The new agent guard and counter Espionage orders are broken, useless in some cases. There's no way to use them in some cases. There should always be an option.  Lower the order number of markets sells? Lower Wizard create gold?

Can u make an option for a later counter esp order as well as 54?
I had a group that was down south, but teleported north. There is no way to protect them up north, as 54 will not help.
If you move a group into an area that can be covered by an agent, there currently is no way to counter esp. the group, as 54 has already fired off.
